allow extension-less urls

The setting to have an extension seems redundant, right now its enforced to have an extension, it shouldn't be.

Yeah... turns out there was a lot more to do than removing the setting...

Turns out the "dot plus extension" is used to identify if an url belongs to a topic/message and replacing that behaviour isnt' as easy as it seems
