You are using DragonLib 2.2.24, which is not compatible with Create Railways Navigator 0.9.0-C6+2 or later.
Please download the latest version of DragonLib 3.0.24 manually.

Since you're also using Create: Train Utilities, this bug report might be of interest: ProgrammerLP/Create-Trainutilities#31

If none of that helps, you need to use an older version of Create. CRN 0.8.4 is not compatible with Create 6.0.9, which you have installed.
