Add Per-Destination Creation Permissions

I realise that a better permissions system is really needed, but could you add per world permission nodes? I know that many permissions plugins let you set permissions based on the world, but this doesn't help with setting a portal destination.
This way, I could have a set of worlds and allow people to make portals that go between those worlds, while keeping other worlds separate.

My apologies, I was rather unclear. I was trying to ask, more specifically, about permission nodes for setting portal destinations.
I guess using what you suggested something similar could be done, but it wouldn't stop them from making the portal, just prohibiting them from passing through the portal.

Hmm, that's not yet possible, but could be implemented pretty easily. However, we're currently feature frozen while I do some testing on 2.1. Trying to get a stable build out that will work with CB 13xx.
