Add Colorado Emergency Rental Assistance Program (CERA) to immediate needs.

Note: This is a state-funded program. We previously included a federally-funded program called ERAP in long-term programs. This is different.

Show this program to users who:

• Mark Rent as an expense
• Mark an immediate need for help managing their mortgage, rent, or utilities
• Have a HH income not greater than 60% AMI based on county - pull incomes from sheet at https://docs.google.com/spreadsheets/d/15Bs0x-RoqjGEo-v8LkHDtSmZTdC-DDLAUb02fM9zEfY/edit?usp=sharing

Description: The Colorado Emergency Rental Assistance Program may help you pay part of your past due rent. To qualify, you must meet income limits. You must also be at risk of eviction or displacement for nonpayment of rent. See the program website for details, rules, and limits. A pre-application lottery will open each month for a limited period.

@sydney-devine We can implement this ticket now that the HUD API work is done. The income limits applicable to this program are derived from 2025 HUD Income Limits (https://www.huduser.gov/portal/datasets/il.html#2023_query).
