url_description_uniqueness_check (Granule)

Describe the bug
When the PyQuARC is run on the granule level record, we get a pyQuARC error <url_description_uniqueness_check>. This is a bug, and has to be removed when running the metadata quality checks on granule level records.

To Reproduce
Steps to reproduce the behavior:

1. Run the PyQuARC from master branch
2. G2693552851-CDDIS (umm-g)

Expected behavior
You will see a PyQuARC error at the bottom of the results page with the following message
'ERROR: Running check for the rule: 'url_description_uniqueness_check' failed.. Details: sequence item 0: expected str instance, NoneType found'
