Capgen performance when using many suites

Description

When comparing to to Prebuild (~12s), Capgen (~230s) takes ~20x longer when building all of the suites for the CCPP SCM.

I added timers to the main capgen routine:

Is this a single run of capgen where it is trying to build a single host cap with many suites? What is the size of the host cap file relative to the prebuild host cap?

Yes, many suites in a single build.

In Capgen, host cap passes flat fields into the group caps (long call lists).
In Prebuild, host cap passes DDT into the group caps (short call lists).
