I want to fix #457 by contributing full rootless podman compatibility for OpenShell and other podman related features and capabilities

Why this change?

I'm a rootless podman user on Fedora and would like to use OpenShell. I have a topic branch here with existing implementation that passes mise run e2e. I've also run the principal-engineer-reviewer against it and addressed all issues it found.
