Details
CRUD - staff has full access to all snippets, users can only U/D their own snippets.
Snippet locking - staff can lock a snippet; which effectively takes away the U/D access from snippet author.
Snippet cooldown - same snippet cannot be invoked in quick succession, to limit accidental spam eg. when several users invoke a snippet in response to someone's message.
