Description
Read twitch messages using a library like https://github.com/TwitchLib/TwitchLib
Allow voting by picking four random effects, numbering them 1-4 then reading any messages just containing those numbers.
Count the votes
At the end of the timer, trigger the effect with the most votes and draw another set of effects to vote on
