Getting Started with VRS Testing Document Update to reflect only 1 VC needed when stakeholder has multiple roles

The issue is on the document which can be found on Getting Started with VRS testing posted in https://www.oc-i.org/resources-portfolio/oci-learning

The document was created prior to industry and OCI changing the requirement for stakeholders who play multiple roles in the supply chain. VC is required for primary role only and can be used when stakeholder is also performing another role in supplychain transactions.

Getting Started is more of a marketing doc, less P&A. Thus, I don't think it needs to go thru the same approval process.

2023-04-13 P&A call consensus:

1. Move to Messaging - Refer back to P&A
2. Governance Document states that we publish the PDFs
3. Use GitHub as system of Record
4. Use GitHub Pages to publish PDFs (or images)
5. OCI website links to GitHub Page
6. OCI website refers / Links to upcoming HDA web page
