Keeping regional granualrity?

In the beta release, regional granularity was never fully supported, but the code base contains partial support for it. What do we want to do during the IASR 2026 implementation? Here are some options we could consider:

1. Retain in the config validation stage to make it easy to add back later, but otherwise remove granularity support, and just implement subregional granualrity.
2. Retain granualrity everywhere it exists now, so we aren't going backwards.
3. Target full implementation of configurable granualrity.

At the moment I am building out option (1) as I'm guess most user will just want a model with full granularity.

As discussed, the agreed approach is to aim for (3), but choose the most straight forward implementation, and leave unimplemented if designing a method is blocking progress.
