Heartbeat is a vital data type so it makes sense to support it even if no DSDL definitions are loaded (#13). In Cyphal v1.1 it is becoming even more important than in v1.0 as it now carries the topic allocation CRDT gossip data.
I have created a heartbeat dissector in https://github.com/OpenCyphal-Garage/cy that is transport-agnostic. It should be integrated with these plugins.
