Plug workflow agent into global agent

Make the global agent absorb/implement the workflow_chat sub agent

Basically we keep the workflow_chat as it is right now, and the global assistant will just call into it

The workflow_chat api might change to facilitate being called by the global assistant (new options? streaming context?)
