Update on 5641 will not enable free Cartrdiges for ANT-Project update mode

5641 added the support for non licensed Cartridges. However if you upgrade from a previous 5.6 version it may not enable this for ant-project exports. This is an weird error in the update routine

If you have this update bug and cannot uninstall/reinstall the fglide cartridge.

Please download the monitoring policy file from here https://raw.github.com/leika/FoglightIDE/v5641/src/ExportCartridgeScriptlets.xml and use fglcmd -cmd util:configimport -f <MPFile.xml> to enable the behaviour.
