changing colors/line widths doesn’t work in IE 11

changing colors/line widths doesn’t work in latest IE.
Changing colors and line widths is done by submitting an inline sld document with a wms request. The sld is an xml document. There is a change in how XML is handled by IE in IE 11 which causes namespaces to be incorrectly named.
Ultimately, this is an OpenLayers issue, since we are using OpenLayers to create sld's.

in the short term, we will probably detect IE and version and either disable or remove the invalid controls
