Add tooltips in comment field edit view

Current behavior
The edit page for comment fields (> motions > menu > comment fields) is missing tooltips.

Wanted behavior
Add tooltips for all icons:

• eye for read permission: "Can read" (see red circle)
• pencil for write permission: "Can write" (see red circle)
• pencil to edit comment field: "Edit" (see blue circle)
• bin symbol for delete: "Delete" (see blue circle)

Additional context
The comment field page is different to other views in design and structure. In the long run, it might make sense to rework this page to be more consistent with the rest of the software.
