AI diplomacy logic #429
Description
Create deterministic AI "logic" (in reality it is just hard coded requirements that need to be met for them to do something) for managing spheres, influences, allies, etc.
Add logic for:
- Forming/canceling alliences
- Discrediting a nation
- Call ally/allies
- Expelling Advisors
- Military Access
- Banning an embasy
- Giving military access
- Increasing Opinion
- Increasing relations
- Decreasing Opinion
- Decreasing relations
- Adding to sphere
- War subsidies/cancelling war subsidies
- Removing from Sphere
- Declaring war
- justifying war
- Commanding Units
- Setting influence priority for non great power countries
