**Describe the issue**
Surgery bills are unable to be done by animal-like automatons.

**To Reproduce**
Steps to reproduce the behavior:
1. Set up surgery bill.
2. Make sure surgery automaton is only one set for medical bills.
3. Try to force them to do it.

**Expected behavior**
The automaton should just do the surgery.
