Modify blocks

Hi, When users on meh server try to break and place blocks they can't I tried:
-modifyworld.*
and
- modifyworld.blocks.interact*
- modifyworld.blocks.destroy*
- modifyworld.blocks.place*
but players where still unable to place or break blocks but when I OP them then they can
plz help
