Add option for EnderMan holding blocks to count in mob cap #13684

Is your feature request related to a problem?
Some plant farm mechanics rely on endermen picking up and moving blocks, but endermen do not count towards the mob cap once they are holding blocks. Due to this behavior, it can be maliciously abused or inadvertently cause server lag.
Describe the solution you'd like.
Add option for endermen holding blocks to count towards mob cap
Describe alternatives you've considered.
Or allow endermen holding blocks to despawn naturally and randomly.
But this may result in blocks gradually disappearing from the world. :)
