dupe tile entities

Describe the bug
place a redstone repeater than right click, redstone repeaters will be duped, some other blocks also can be dupe

To Reproduce
Steps to reproduce the behavior:

1. place redstone repeater
2. right click it
3. a new redstone repeater is duped

Expected behavior
redstone repeater power level change
