No "safe chunk" option available

It should be possible to leave one or more chunks as "safe," not to be eliminated during a regenerate. Requested on [forums](http://forums.bukkit.org/threads/misc-scratchworlds-v0-3-temporary-worlds-860.20087/#post-374108).
