Create cliff impact test in API repo

This is meant to accompany PolicyEngine/policyengine.py#131. For integration testing purposes, we should add a test for cliff impacts in the -api repo.

Closing in favor of #204, which is slightly different (tests should be located in v2 repo, not v1).
