Snowy problem

No natural snow is generated in Taiga biomes (and I did not test if it does in some others cold biomes), when it rains, water falls instead of snow. Screenshots:

In igloos the chests contain nothing and both the villager and the zombie suffocate when spawning. I used "/locate igloo" to get there asap and when I got there I found this:
