Clarify audit timelines in Section 9.3

Table 9.a is creating confusion: clarify that report providers have up to three months to deliver fixes after interim report. Auditors may then require a maximum of one additional month to re-reconcile the reports and deliver an audit certificate to COUNTER. This is not time for the providers to use for additional fix work.

Section 9.3.1, note that extension to the fix period should read "extension of the fix period from the standard three to a maximum of six months (i.e. an additional three months)."

Additional note:
Any report provider who receives both delayed seeding and an extended fix period for audit 1 would find themselves starting audit 2 just one month after the auditors issue a final report. Clarify 9.3 to specify that in these rare instances, the audit 2 scheduled seeding month will be three months after the final report for audit 1.
