[feature] A console tool for using wrangler would be a great addition

Although wrangler is meant to work with IDEs, it would be great to have a console tool which works as well. This shall be a very nice addition for automated tests and workflow where the IDE is not supported by wrangler at present (say vim).

I have a hackish implementation (not nice but works) with the following details to demonstrate the idea.
