If you have already installed the Python install manager, open Installed Apps and remove 'Python Launcher' to enable the new py.exe command.

Windows is telling you exactly what to do:

• Open Installed Apps (Settings → Apps → Installed Apps)
• Search for "Python Launcher"
• Uninstall it
• Reboot or open a new terminal
• Run py list --online again — it should work now with the new pymanager

Your existing Python 3.13 installation will not be affected — only the old launcher is removed.
