FlowEHR Data Administrator group

During the deployment we should create a FlowEHR Data Administrators AAD group, per environment we deploy to.

The group should be granted Contribute access (or something more tightly scoped) to the Resource Group.

In ML Dev, this group would contain data engineers, so they can review the live running pipelines.
In Prod the group would likely be empty.
