Azure App service plan (for web service - Dash-Seedling) missing diagnostic settings so some metrics not collected

Azure App service plan (for web service - Dash-Seedling) is missing diagnostics settings which should collect and send metrics related to app service plan (for Dash Seedling web app) to log analytics place for then to be picked up by app insights.
Need to create terraform block to deploy diagnostics settings collecting all logs and metrics in log analytics space.

To Reproduce
Steps to reproduce the behaviour:

1. Go to Azure App service plan
2. In monitoring section, click diagnostic settings
3. Notice diagnostics settings do not exist

Expected behaviour
diagnostics settings should exist for app service plan for Dash-Seedling (Similar to diagnostics settings for web app for Dash-Seedling exist)
