multiple phase realizations for P and CC #201

In #56, @H0R5E points out that the P and CC controllers can have phase dependent results in terms of maxima (not averages). It may therefore be necessary to enable running multiple phase realizations for these methods (as we currently do for PS). Alternatively, we may at some point solve all of the controllers in the pseudo-spectral space...
