[EDA]: Allow Customers The Ability To Backfill Missing Affiliation on Existing Student Course Connection

• What is the current behavior?
  Currently, customers are unable to backfill existing student course connection that are missing Affiliation.
• What is the expected behavior?
  Customers should be able to backfill existing student course connection with missing Affiliation records by clicking a button.
• What is the motivation / use case for changing the behavior?
  Data Integrity
• Acceptance Criteria

1. I can see the new checkbox or button EDA Settings > Course Connection > Backfill tab
2. If I have existing Student Course Connection with missing Affiliation lookup field, once I click the button, these existing Student Course Connection should now have Affiliation populated.
