Add Resizable elements

I think it will be very useful to add Resizable class on this library in complement of others events.

The resize CSS property is'nt supported on IE or Edge: Can I use link.

And this property is not very sexy cause we must resize only by the right-bottom corner of an element.

It's similar to JqueryUI https://jqueryui.com/resizable/ or interact.js http://interactjs.io/

Hey @Clebiez sorry for the late reply.

I can see Resizable being its own plugin/module. Could be fun to work on!

In the mean time, I sort of played around with this a bit in a WIP PR I put up a while ago. Feel free to take a look:

Hey @jch unfortunately I haven't touched this since ...checks comment date... July 2018! 😅 lol I honestly can't remember where I left off with this. Sorry! I am almost certain all of my tinkering here was just a rough prototype and I never formalized it into any kind of Resizable plugin 😢

Appreciate you for the work on the lib, thought I’d try and nerdsnipe some life back into a dead pr. I see another closed issue in #655 that looks promising too. Already got my dashboard widget resize working, just looking to dazzle it up
