Image.IdentifyAsync FrameMetadataCollection is Always Empty

I am attempting to make use of Image.IdentifyAsync, but when I do, the FrameMetadataCollection is always empty. If I do a full Image.LoadAsync the Frames.Count returns the expected value.

Is there another consideration to ensure the FrameMetadataCollection property is loaded as expected?
