chore: drop tracked reports/ — generated reports go to .claude/reports/

Per the fleet rule (socket-repo-template/template/CLAUDE.md): scanning
reports rot the moment they land. Run scanning-quality on demand; the
output now lands in `.claude/reports/` (naturally gitignored as part
of `.claude/*`).
