Add New Provider with a small user base

I am planning to submit code to integrate a DNS provider that I am currently using into dnscontrol.

Although this provider has been running stably for many years, since authoritative DNS service is not the provider's primary business, it is expected that the user base will be very small.

Does submitting it to dnscontrol meet certain baseline requirements of the project and community (if they exist)?

Yes, we have a few providers that have a limited user base. For example the Fortinet provider, which can only do a few DNS record types.

In fact, the provider I’m currently using supports a fairly wide range of DNS record types.

After speaking with them, they said they’d be willing to submit and maintain an official dnscontrol provider implementation.

I’m also considering implementing Constellix in dnscontrol: although they appear to have stopped accepting new sign-ups since being acquired by DigiCert, it’s still a very capable DNS provider.
