[Bug]: Horizontal scrolling with Trackpad in the editor is inverted

Expected Behavior

Vertical and horizontal mouse scrolling in the editor behaves consistently.

Actual Behavior

Scrolling vertically functions as expected (fingers on touchpad move down -> level scrolls down), but sideways scrolling is inverted (fingers on touchpad move right -> level scrolls left).

Steps To Reproduce Actual Behavior

1. Open the level editor on a touchpad equipped device; some other input method that has 2D scrolling also should work
2. Scroll around in a level

• Good news! I've fixed this now! (well, in Editor QoL Improvements (Toolbar, more shortcuts, ephemeral levels, visual improvements, etc.) #3287)
• Better news, I added support for precise scroll events, so trackpads should feel just right.
• Bad news, SDL(2) doesn't offer a lot of api's to prod the device info, like if it's a trackpad, trackpad with precise scrolling, and even worse news, the direction flag isn't reporting anything useful, which it should... might be a wayland issue.
• Good news to counter the bad news: I've added several options to "manually" control the scroll direction. I'm not really proud of them but it'll do for now until we switch to SDL3 (assuming that adds some more flags i can poke at/irons out some bugs)
