rake db:* tasks missing

I'm not sure what is going on yet.  But, I upgraded a project lost all db:* tasks.  Tried a new rails project and once I added sequel-rails, lost those again.  Going to try a bare bones app without devise(about the only thing added) or anything else, but this was already "bare bones".
