Gradle issue while building for Android with 2021.2.x version

Works if you downgrade the project to 2021.1.x

We are getting the same with 2021.3.1f1 "Internal build system error. BuildProgram exited with code -2147024809.
System.ArgumentException: Another action is already registered for C:/Builds/Android/unityLibrary/backgrounddownload.androidlib/build.gradle"

My project is in 2020.3.16 and I have the same problem
