How to enable TPM authenticator

I just follow the TPM guide to setup the TPM authenticator on ubuntu 20.04, but it seems that TPM was not enabled.
When I tried to test on https://webauthntest.azurewebsites.net/ to makeCredential , top right hand corner showed PIN dialog and DiceKey could work, but Attestation Type was still "packed", not "tpm".
