Fap reviewer option for accessing panel make it look like they are editing the FAP

When a reviewer logs in the and looks at the fap page, it looks like they are editing the FAP this puts off reviewers from navigating to that page. We should make it clearer that they should be looking at the fap page.

We could also make use of the pages feature but would need to consult with emma.
