Automate Generation of Repetitive Job Definitions #650

Potentially made obsolete by #649.
When defining the ClinVar control refresh job, one definition is required for each version (month/year combo) we are refreshing. Automating the generation is slightly complicated by the fact that the first version we refresh is from February 2015 as data was not released in January of that year. All other refreshes are for the January version of data.
We should automate the job definition so that we don't need to manually carve them out or update them each new year.
