Shears don't break wools at the expected speed.

Bug Description

When you place a wool block, and try to break it with shears, it breaks the block at the same rate as breaking with the hand.

If I try the same procedure (break wool blocks) in single player, it works as expected.
Tested in two servers: mush.com.br and kaizenmc.gg.

In both ervers, playing in lower versions (either legitmely, or through this mod), this behavior does not seem to happen.

Steps to Reproduce

1. Join server using the auto-detect feature (or, in other words, 26.1.11 - 26.2 for the tested servers).
2. Go to a Bedwars game.
3. Place wool, and try to break it with shears.

Expected Behavior

The wool blocks should break faster, at the rate expected when using shears.
