create an organization level project board to give a high level overview of committee activities

As discussed in #193, @gesa had a good idea that maybe it would be nice to create an organizational wide project board that could potentially be used as an "aggregator" for all current activities being worked on by the community across spec / admin / proposals.

This board could pull in from any repo in a loose kanban style, and could be reviewed / groomed during each meeting to keep things current and up to date.
