website improvement ideas for encouraging participation #200

Description

@thescientist13

Over the past couple of meetings we've been discussing ways to try and make awareness and participation in the WinterTC a bit more discoverable, at least within the limits that an Ecma TC can be. A couple thoughts discussed that could possibly help were around the website itself.

On the home page we have an overview, but no quick way to join / get involved (except for the tiny link embedded in the Matrix logo at the bottom)

We have more details around getting involved on the FAQ page, but it's all the way at the bottom, and there's no table of contents for that page, which would also be nice.

Suggestions:

  1. On the home page, make the matrix link more prominent, ideally by a direct link / callout in the above the fold paragraph
  2. On the FAQ page, move the How Can I Participate higher?
  3. Instead of (or in addition to) the above point, maybe add a Table of Contents so folks can easily see the sections on the page from a discoverability perspective?
