Packet: Provide one download per finalist? #294

Feature request: Allow the Packet-downloads page to include (in addition to the full-Packet and 1-download-per-category links) a separate download for each finalist.
My preferred UI for this would use expanding sections (as mocked up in this demo ), to prevent the page from looking like an overwhelmingly long list of downloads. (That demo page currently has a bug that doesn’t set the expander arrows correctly if you use the expand-all/collapse-all links, so if you want to use the specific JS code that’s in that page, let me know and I’ll fix that bug.)
But if you don’t want to deal with the expandable sections, I think having the full list visible (with the individual-finalist downloads indented or otherwise offset) would be a reasonable alternative UI.
