Packet downloads page: editable by Packet coordinator? #296

Feature request:
My understanding is that only Hugo administrators can edit the list of downloads (and descriptions) on the Packet downloads page.
That has led to some bottlenecks in the past, where the Packet coordinator was available and willing to do the work, but didn’t have access, and the Hugo administrators were too busy to make changes.
The Packet coordinator definitely shouldn’t have full access to everything that Hugo administrators can do and see in NomNom. But if there’s a way for the Packet downloads page to be editable by the coordinator, that would help streamline the process.
I can imagine that one implementation of this might be to create a separate user role, who only has access to that one part of the system. But if there’s some other way to allow one or more non-administrator people to edit the page, that would be fine too.
As usual, if this would require a lot of work, it’s probably not worth it.
