Calculate UTC Offset

Need a reliable way to capture UTC offset for a specific log record.  Can't use the current UTC offset because we may be reading the record hours after it was actually logged.  Currently we are logging the filetime which is UTC so that's a good base to work from but for easy calculation of local time need to do a little more.
