initialize_collector not getting called for EmailCollector

This may already be fixed since I'm a little behind upstream but I had to quick fix this after troubleshooting the email collector not sending emails to the correct node groups and finding it.

For reference, the https://github.com/ace-ecosystem/ACE/tree/quick-fixes branch has the small change I required.

I will revisit this by updating our AMC boxes and see if it's still an issue.
