[windows-11-arm] 7-zip could be built for arm64

Describe the issue
Currently 7-zip is installed on windows arm image, however it is x64 version, which runs (I assume) through emulation layer, which is inefficient

Expected behavior
I would expect bundled 7-zip to be built for arm64, given it is available
