Add information about beam temp/staging ttl

Without setting the ttl on google cloud storage folder used as beam temp/staging, the storage usage will grow infinitely. We need to add a tip for beam users so they remember about setting ttl or even we can automate it.

or automatically create the bucket for a proccess with the proper ttl
